That's an interesting query. I have tried to google the meaning of "libog" and found these:
1. nauukol sa, hilig sa, o sa abalang-abala sa pagbibigay-kasiyahan sa sarili o appetites; mahalay; panlaman.
2. lacking in moral restraints; lewd or unchaste. kulang sa moral restraints; imoral o masagwa.
For the first definition, I am unsure though if it's legitimate, it is just giving in to selfish desire. It focuses to one's self and nothing more. Very selfish.
For the second definition, it involves moral. It says about lewdness and immorality. But what is moral? What is lewd? What is just an art? What is moral to one person may not to another one. What is artistic to one person may be pornographic to another one. Morality is subjective. There should be fixed, unchanging standards for morality. Is there any? Going back to the question above, is cultivating and giving into selfish desire, specifically sexual, a sin? Note we say "cultivating" and "giving in" into selfish desire. Is that a sin?
Come on, those who consider themselves righteous should define sin first. Sin is subjective too. What is sin to one person may not to other one. What is normal to one person, may be a sin to another one. Example, there are culture in some part of the world tolerating polygamy but there are countries, or well conservative people who consider it inappropriate, worst sin. So come on, what is sin? And how a thing, an activity, or simple thought be considered a sin?
